Dissent is as important as other tenets in a democratic society, which can be exercised by citizens in a more subtle and peaceful way through the electoral process and other means, but taking the law in their hands brings death and chaos than peace, harmony and progress.

Jail stormed

An office with a jail facility of the Bureau of Jail Management and Penology (BJMP) in Catbalogan City, Samar was stormed using the element of surprise by about 30 NPA fighters at 3:30 a.m. on Saturday, June 13, 2015, the provincial police said. Located in Barangay Lagundi at the skirts south of the city, the blasting of a part of the jail facility’s concrete perimeter fence with improvised explosive device (IED) to form an entrance large enough for the raiders to pass through, triggered a loud explosion in the early dawn which alerted jail officers, the Samar provincial police disclosed.

Casualties and destruction

Killed in the surprise raid was inmate Roy Yangzon, and the wounding of three Jail Officers: Jail Officer 3 Edwin Tolibas, Jail Officer 1 Mark de Guzman, and Jail Officer 2 Ismael Palajos, according to the provincial police.
Citing Senior Jail Officer 3 Edwin Tolibas, the police said around 30 NPA fighters barged into the office.
"Yung pader mismo pinasabog nila, malaki ang butas. Doon sila pumasok. Maganda naman actually yung pader ng facility, hindi talaga basta-basta mapapasok, kaso ayun pinasabugan nila ng IED," S/Supt. Nolasco Bathan, Samar provincial police chief said. (They blasted the wall making a big hole enough for them to pass through; with the wall the facility was strong enough to withstand assault but with IED they explode it off)

Weapons taken by the raiders

The New People’s Army (NPA) carted away an M16 rifle, a cal.38 pistol, a 9-mm pistol, and three shotguns, Bathan said.
The Samar police and the Army 8th Infantry Division have sent troops to pursue the rebels, who withdrew to a mountainous area in the north, Bathan said further.
Bathan disclosed the NPA has been currently picking on soft, or lightly secured targets.

Same Jail Facility attacked by NPA in July, 2011

In an online published report in the Inquirerdotnet, dated July 15, 2011, the same jail facility was attacked Wednesday, 9:30 p.m. by about 25 armed men who introduced themselves as NPA rebels as they took control of the BJMP jail facility.
The assault done in over 10 minutes, the rebels left the area Barangay Lagundi, where the jail was, bound for Barangay Piña, a mountain barangay likewise of Catbalogan City, after injuring Jail Officer II Roberto Lim, 40, and after taking their loot of a 9-mm pistol, a .45-cal. pistol, a .38-cal. revolver, two laptop computers and P10,000 cash, and after opening the prison door at gunpoint and ordering all the prisoners therein to escape, according to regional police information officer Supt. Elizar Egloso. However, none of the prisoners obeyed the rebel’s command according to Vic Lim’s account. Vic is Jail Officer II Roberto’s elder brother.
Seized of their weapons, the five jail guards on duty were ordered to drop motionless on the floor.

NPA Arnulfo Ortiz Command

According to the information officer of the 8th Infantry Division, Col. Niceforo Diaz, a manhunt operations was conducted versus the armed group, allegedly headed by Bernabe Ligay, alias Gagoy.
A member of the raiders was positively identified as Gabin alias “Manok,” a former inmate at the jail facility. The rebels were members of the NPA Arnulfo Ortiz Command which operates in the province, Info Officer Col. Diaz said

N0TE: The video which you are about to see is closely related to what the NPAs have done to Samar, particularly Catbalogan, but this senseless, brutal and inhuman ambush-killings of 8 governments cops in the sister-province of Northern Samar is too much and truly shocking. The jail raided twice by the rebel NPA is situated in Catbalogan City, the capital of Western Samar or simply Samar, while the ambush-killing of 8 government cops by members of the NPA which is contained in the video took place in the outskirts of Catarman, capital city of Northern Samar. For a visual concept of Samar Island, try to google "map of Samar island."
